ADMISSION REGULATIONS
for Admission to the Institute of Social and Political Psychology
of the National Academy of Educational Sciences of Ukraine in 2025
1. General Provisions
These Regulations govern the admission process to the Institute of Social and Political Psychology of the National Academy of Educational Sciences of Ukraine (hereinafter referred to as “the Institute”) for applicants seeking higher education at the third (educational and research) level, with the aim of obtaining the Doctor of Philosophy (PhD) degree (hereinafter referred to as “applicants”).
The basis for announcing admission to the PhD programme is the license issued by the Ministry of Education and Science of Ukraine authorizing the Institute to conduct educational activities at the third (educational and research) and scientific levels of higher education, and the Admission Regulations approved by the Academic Council of the Institute (hereinafter referred to as “Admission Regulations”).
Admission to the Doctor of Philosophy and Doctor of Sciences programmes is conducted on a competitive basis and funded through designated financial sources.
The Admission Committee of the Institute (hereinafter referred to as “the Admission Committee”) is responsible for organizing the admission process. The composition of the Admission Committee is approved by an order of the Director of the Institute, who also serves as the Chair of the Committee. The Admission Committee operates in accordance with the Regulation on the Admission Committee of the Institute of Social and Political Psychology of the National Academy of Educational Sciences of Ukraine, which is approved by the Academic Council of the Institute and based on the “Regulation on the Admission Committee of Higher Education Institutions,” approved by Order No. 1085 of the Ministry of Education and Science of Ukraine dated October 15, 2015, and registered with the Ministry of Justice of Ukraine on November 4, 2015, under No. 1353/27798. The Regulation on the Admission Committee is published on the Institute’s official website.
Field of Study: “S – Social Sciences, Journalism and Information”
Specialty: C4 – Psychology (specializations: General Psychology, History of Psychology; Social Psychology; Psychology of Social Work; Political Psychology)
Applicants who hold a Master’s degree or a Specialist qualification are eligible to apply for the PhD programme on a competitive basis.
PhD training at the Institute is conducted on a contractual basis and funded by legal entities or individuals.
The Doctor of Philosophy degree is obtained through part-time study. Part-time PhD students are entitled to benefits in accordance with the current legislation of Ukraine.
The duration of study in the PhD programme shall not exceed four years.

Important Notes for Applicants
- Applications and required documents must be submitted electronically via the applicant’s personal account on the Unified State Electronic Database on Education (EDEBO) website: https://vstup.edbo.gov.ua/.
- PhD applicants are required to take an entrance exam in their chosen specialty, corresponding to the content of the master’s level standard in the relevant field.
- A valid External Independent Evaluation (EIE) and Unified Professional Entrance Exam (UPEE) score, in accordance with regulatory requirements, is necessary for admission to entrance exams.
- The EIE foreign language score is included in the competitive score used during PhD admissions.
- In cases stipulated by the Ministry of Education and Science (MES) Admission Regulations, candidates pursuing a Master’s degree based on National Qualifications Framework level 7 (NQF-7) or a Doctor of Philosophy degree must undergo a foreign language interview. This interview is conducted in accordance with the Unified Entrance Exam (UEE) Programme in foreign languages. The Chair of the Admission Committee approves the assessment procedure, including evaluation criteria and grading structure.
- The specialty entrance exam is graded according to the European Credit Transfer and Accumulation System (ECTS), where the minimum passing score is 60 points and the maximum is 100 points.
- Applicants who are entering the PhD programme in a different field of study than the one indicated in their Master’s (or Specialist’s) diploma are required to take an additional entrance exam. This exam consists of a research proposal presentation.
- The presentation involves delivering and discussing a brief research report. The subject-specific examination committee evaluates the research proposal.
Evaluation of Additional Entrance Examinations
Additional entrance examinations are assessed using a binary grading system: “Pass” or “Fail.”
These examinations are conducted prior to the main entrance exams.
Applicants who receive a “Fail” grade in the additional examination are not allowed to proceed to the subsequent entrance exams and are excluded from the competitive selection process.
In cases specified by the Ministry of Education and Science (MES) Admission Regulations, the results of the foreign language interview may be used in place of the Unified Entrance Exam (UEE) scores (both sections).
Calculation of Competitive Score
The competitive score (CS) for PhD applicants is calculated on a 200-point scale using the following formula:
CS = (SE + 100) × 0.6 + FL_UEE × 0.2 + GK_UEE × 0.2
where:
- SE – result of the entrance exam in the chosen specialty,
- FL_UEE – score on the UEE foreign language section administered by the Ukrainian Center for Educational Quality Assessment (UCEQA),
- GK_UEE – score on the general knowledge (GK) section of the UEE administered by UCEQA.
In cases outlined in the MES Admission Regulations, the results of the foreign language interview may be used instead of the UEE results.
The minimum total score required to qualify for competitive selection at the Institute is 146 points.
Additional Points for Academic and Research Achievements
- In the event that two or more applicants receive identical scores on the entrance exams, additional points (AP) may be awarded for academic and research accomplishments.
- Additional points are granted by the Institute’s examination committee responsible for assessing the entrance exam in the specialty.
- Criteria for awarding additional points:
a) Based on the evaluation of the motivation letter (see Section 7.6):
- Excellent – 3 points
- Good – 2 points
- Satisfactory – 1 point
b) For academic and research achievements:
- Winner of the All-Ukrainian Student Olympiad or Ministry of Education and Science student research competition in the specialty, or the Ukrainian Association of Political Psychologists competition in 2024 or 2025:
- 1st place – 3 points
- 2nd place – 2 points
- 3rd place – 1 point
- Article published in a Ukrainian academic journal listed in the Register of Scientific Professional Publications (in the relevant specialty) – 3 points
- Article published in a Scopus or Web of Science indexed journal – 5 points
- Master’s/Specialist’s degree with honors – 1 point
4. The right to priority admission to the doctoral program is granted to applicants with the highest competitive scores.
5. If applicants with the same total scores on entrance examinations do not have additional points for academic and research achievements, priority admission is granted to the applicant with the higher score on the entrance exam in the specialty.
The ranking list of PhD applicants recommended for admission is arranged in descending order based on the competitive score.
Transparency and openness of the admission process are ensured through public disclosure of the following information:
- the list of specialties for which admission to the PhD program is conducted;
- the licensed capacity;
- the number of state-funded positions available;
- the cost of tuition;
- the list of applicants to the PhD program;
- the entrance examination syllabi;
- the schedule of entrance examinations and the timeline for appeals;
- the ranking lists of applicants to the PhD program.
The admission order is issued by the Director of the Institute based on the decision of the Admission Committee and is published on the information board of the Postgraduate and Doctoral Studies Department and on the official website of the Institute.
If the top-ranked applicants in the rating list fail to submit the required original documents, the vacant position is offered to the next eligible applicant in line, provided that they meet all admission requirements.

Regulations
on the Appeals Committee of the Institute for Social and Political Psychology of the National Academy of Educational Sciences of Ukraine
I. General Provisions
1.1. These Regulations define the procedure for organizing the activities and main functions of the Appeals Committee of the Institute for Social and Political Psychology of the National Academy of Educational Sciences of Ukraine (hereinafter referred to as the Institute Appeals Committee), which operates during the entrance examination period, as well as the procedure for filing and reviewing appeals.
1.2. The Appeals Committee is established to protect the rights of applicants who submitted applications for participation in the competitive admission process and took entrance exams at the Institute (hereinafter referred to as applicants), and to consider their appeals regarding the entrance examination results.
1.3. In its activities, the Appeals Committee is guided by the legislation of Ukraine, orders of the Ministry of Education and Science of Ukraine, and the Statute of the Institute.
II. Main Functions of the Appeals Committee
2.1. Receiving and reviewing appeals from applicants regarding the results of the entrance examinations.
2.2. Making decisions based on the appeals review and communicating those decisions to the applicants who submitted appeals.
III. Responsibilities of the Appeals Committee Members
3.1. Committee members bear responsibility in accordance with Ukrainian law in the event of misuse of authority, including the unauthorized disclosure of confidential applicant information.
IV. Organization of Appeals Committee Activities
4.1. The Appeals Committee is a subunit of the Institute’s Admissions Committee. Its composition and operational procedures are approved by an order of the Institute’s Director.
4.2. The composition of the Committee must comply with the requirements of Ukrainian legislation. Individuals whose children are applying for the PhD program at the Institute in the current year cannot serve on the Appeals Committee.
4.3. The Chair of the Appeals Committee shall be a senior research fellow at the Institute who is not a member of any subject-specific examination committee. The Chair is responsible for organizing the work of the Committee, ensuring the timely and objective review of appeals, and maintaining proper documentation and confidentiality.
The official documents of the Appeals Committee include:
- written appeal statements;
- meeting minutes of the Appeals Committee;
- an appeals registration logbook.
All documents are stored by the Secretary of the Admissions Committee. Appeals and meeting minutes are retained for one year.
Appeals Committee decisions are made during official meetings, held separately for each examination subject. A meeting is valid if at least half of the members for that subject are present. Decisions are made by majority vote and are recorded in the appeals logbook.
V. Procedure for Filing and Reviewing Appeals
6.1. Appeals must be submitted in writing (in free format) to the Secretary of the Admissions Committee. The appeal must be filed personally by the applicant on the same day that the entrance exam results are announced. If the results are announced after business hours, the appeal must be submitted by 1:00 PM the next business day. The applicant will be informed of the date, time, and location of the Appeals Committee meeting where the appeal will be reviewed.
6.2. Only the assessment (score) of an entrance examination may be appealed. Appeals that are filed late or in violation of the prescribed procedure will not be considered. No appeals may be filed against decisions already made by the Appeals Committee.
6.3. Appeals are reviewed on the day they are submitted or on the next business day, in the presence of the applicant and the Chair of the subject-specific examination committee. If the applicant does not appear, the appeal will be reviewed based solely on their written work.
6.4. The Appeals Committee assesses the objectivity of the grading and verifies the correctness of the entrance exam results.
6.5. During the appeal review, committee members conduct an interview with the applicant based on their written work. No additional oral examination is permitted.
6.6. The content of the interview, the date of the review, the outcome of the appeal, and the Committee’s decision are recorded in the appeals logbook.
6.7. Based on the review, the Committee may issue one of two decisions:
- uphold the appeal and increase the applicant’s score;
- deny the appeal and leave the applicant’s score unchanged.
6.8. If the Committee upholds the appeal and increases the applicant’s score, the new grade is recorded in a separate examination sheet.
